The reason of SNCFR
dissolution in five different companies was establishing
the railway system in Romania on commercial bases.
This
implies an efficient administration of incomes and costs,
both in administration of the infrastructure and
commercial work of train.
These aspects became actual in all European railway
systems that have to confront the competition with other
transport systems. The reform in Romania has clarified
the role of state in the financial support of the
investments in public infrastructure in the property of
railway and in the subvention of passenger transport.
National
Railway Company "CFR"-S.A. was
established in October 1st, 1998,on the basis of Govern
Decision No 581/1998, through the reorganization of
National Company of Railways. C.F.R. represents Romanian
juridical identity and has the status of commercial
joint-stock company.
The initial social capital of CFR is about
1.287.991.383 lei and is represented through taking over
of one part of the patrimony of National Railway Company,
on the basis of the balance of verification and the
situation of patrimony, dated on June 30th, 1998. The
initial social capital is signed and integrally paid by
the Romanian State, as the only shareholder that applies
its rights and obligations through Ministry of Transport.
The aim of C.F.R.
is the achieving of benefit, through the administration
of the railway infrastructure, on commercial bases, and
offering to the railway operators the possibility to work
on the bases of access contract. Then it is related with
the progress of other specific activities necessary to
achieve its objects of activity.
C.F.R operates activities of
national public interest in order to realize the public
railway transport and to satisfy the demands of national
security. Its object of activity is in principal:

administration of
railway infrastructure and putting it in service
of the operators, in authorized terms;

development and
modernization of Romanian railway infrastructure
in concordance with European standards, in order
to assure the compatibility and interoperability
with European Railway system;
-
the management,
organization, planning, coordination and control
of the activities of exploitation, maintenance
and repairing of railway infrastructure;
-
commercial
exploitation of the auxiliary railway patrimony.
The
new connection between C.F.R. SA and the other companies
are those between merchant and client. Thus, C.F.R SA is
based on the achieving the contractual obligation and the
honesty with the partners...
The main
merchandise we sell is the traffic capacity of the
railway network. Our clients are the two railway
operators: CFR passenger and CFR Freight. These two
operators pay the cost for the access on the
infrastructure. Our company has as a single task the
maintenance of the railway infrastructure at
normal parameters so that the railway operators to be
able to use as much as necessary. This implies the
maintenance of the tracks, installations of signaling,
action at a distance, automation. A team of professionals
in all the railway areas organizes the management of the
circulation. CFR SA has its telecommunication
network that is now renewed at the highest
levels. The computer network is one of the firsts and
largest in the country dated in '70s. CFR SA has also hotels'
network large enough and intends to promote the
railway tourist through trips with ancient trains.
We have
good connection with the other companies (separated from
the old company). We consider that when we became from
college partners, each company must develop the own plans
of affair and interests even if they are nor always the
same.
We wish
CFR SA to satisfy all the contractual obligations and
especially to be honest with our partners. National
Railway Company "CFR" SA is formed on
different levels like as: management of the company,
central management of synthesis, regional level and
fundamental sub-units.
CFR-SA
has in administration the public railway infrastructure.
The administration is based on the concession contract
with the Romanian State. CFR- S.A. controls in private
property elements of railway infrastructure, other than
those that constitute the public railway infrastructure,
buildings, areas, units of production.
