Informatization strategy of "CFR" SA represents an active component part of the general strategy of the company development. It implies some objectives with influences on a long term and other objectives with immediate effect on the present activities.

Strategically objectives is concentrated on:

- increasing the level of informatization and utilization of the most advanced information technologies;
- integration in European system of transport through expanding of level of interoperability with other administrators of European infrastructure;
- services of special quality for the clients in the railway station, especially services of information about possibilities of transport, tariffs, other services offered by the Company;
- support for the policy of bringing of new freight and passengers operators

Immediate objectives are:

- to control the costs determined by the activity of infrastructure maintenance;
- to administrate of incomes and costs for all Company;
- to fix on and calculate the Tax of Infrastructure Utilization;
- to provide the elements for financial analysis, to record and regalement of relations with customers and suppliers;
- in order to apply the informatization strategy of "CFR" SA in the next 3 years there will be some major investments.

For instance IRIS (Integrated Information System) project, financed by BIRD, has a major importance in providing the information support necessary for an efficient action of Company on the transport market. IRIS system has as a main objective to provide the informational support for activities of exploitation and maintenance of railway infrastructure, for financial and strategic management of CFR.

The system has the following fundamental principles:

  • to find information solutions and modern equipment, verified in use by other European railways;

  • to provide professional technical assistance and an efficient transfer of technology;

  • a global informatization starting from the fundamental activities and current practices of exploitation;

  • collection and synthesis of the information achieved at the fundamental levels in order to support all the levels of, operation and strategic management;

  • to distribute the responsibility to provide the correct information, reengineering of activities that will be informatizated;

  • to constitute an infrastructure of equipment (computers, system of data transmission) to ensure the protection of investments.

IRIS system will be composed from 5 subsystems (information applications), performed in modules, integrated and designed in a modern and open architecture.
From all 5 subsystems, the most important and which represents about 35% of project is:

The management of Infrastructure

The Subsystem of Infrastructure Management will cover the following activities:

- the railway cadastre for which a modern concept of "geographical information" (GIS Geographical Information System) will be used;
- the administration of fixed means in infrastructure (tracks, bridges, tunnels, building, installations, etc);
- the management of maintenance activity in infrastructure;
- the management of working units (sections of infrastructure, departments with administration of work team, materials, work orders etc.);
- the supervising of projects of major repairs and new constructions (including the management of investments).

To accomplish the Management of Infrastructure subsystem, CFR will achieve packets of special programs that exist in use in other railways and will be adapted on the project duration at the specific conditions and structure of CFR network.
IRIS' system supplier that will work in mixed teams with CFR professionals will support this adaptation. In this way there will be ensured the conditions for taking over the application after achieving project.
All data will be recorded in a central database, constituted on 2 levels (geographical and relational), the rules and work procedures being the same for all users. This will determine the same standardized type of work for the entire organizational structure and also a more efficient control of activities in infrastructure, of the costs, the possibility to determine the investments and financial requests.
Instruments will be also designated to Infrastructure Department; to determine the access tariffs for passenger and freight operators.

Rolling Stock Management represents another subsystem. It has the following functions:

- the administration of rolling stock in use in CFR;
- the management of maintenance activities;
- the administration of material stocks and substitutes for maintenance;
- the administration of technical documentation for rolling stock;

The third important subsystem for Company is Monitoring railway traffic with the following functions:

- planning the train circulation (including integration in achieved system of train timetable)
- supervise of circulation at central and regional level (RC), through acquire of information from about 300 railway junctions and important stations
- administration of circulation contracts and calculation of tariffs for freight and passenger operators.

Monitoring railway traffic subsystem will be accomplished by the CFR professionals from Traffic sub-department and Information Center, under the project and technical assistance supervising of IRIS system' supplier. Its design will be based on a model of similar application implemented in another railway, model that was required to the supplier.

This subsystem will offer to Department of Traffic a standard instrument of planning and supervising of activities, and also to decide the tariffs.
To complete the subsystems mentioned above a subsystem to "Provide Information for Management" will be design. The information for management (MIS) will be extracted from all information activities (also from the system of Financial-Booking Management).

Priority will be given to the presentation of information that will permit to CFR a rapid analysis of situation on transport market, of its financial and operation situation. MIS will be an instrument specially created for the global management of the company. On the basis of the complex network of computers and of the data transmission infrastructure, it will be also provided the electronic support of information exchange and documents' administration (papers, faxes, telegrams), for email and Internet for the entire Company.

The Telecommunication Network of CFR is one of the first telecommunication networks in the country.

It was built since 40's in order to provide all types of specific communications for railway transmission activities. The telecommunication network of CFR, from the point of view of the level of territorial cover and complexity, is the second telecommunication network after ROMTELECOM. During the years, due to the increasing of volume of passenger and freight transport and to the expanding of principal and secondary lines, railways telecommunications have been strongly developing, their structure today being as following:

Transmission carriers:
- Network of interurban subterranean cables (Cu) 6.506 km;
- Network of urban subterranean cables (Cu) 5.114 km;
- Network of aerial lines 4.776 km;
- Cable of optical fiber Bucuresti-Ploiesti 62 km.

Power transmission systems:
- Channels of transmission on carrier current systems for telephony, telegraphy, teleconference and data transmission;
- SDII equipped with STM-1 for 63(2Mbps.

Data Transmission Network
- 41 stations PAD, plane typology with transmission report X.25.

Automatic telephony exchanges, with installed capacity 32.201 subscribers and 6.181 interconnecting lines
- 112 automatic exchanges "step by step'
- 84 crossbar and electronic automatic exchanges

Automatic telegraphy exchanges, with installed capacity 570 subscribers and 98 interconnecting lines
- 9 automatic telegraphy exchanges "step by step"

Network of radio traffic
- Frequency band 146-147 MHz
- Fixed radio stations, installed in 1.334 railway stations -3.353 pieces
- Mobile radio stations installed on railway engines and machines of maintenance of rolling tracks and contact line -732 pieces.
