Subject:            Re-invitation for Expressions of Interest.

 

 

The National Railway Company of Romania (CFR) has received financing from the World Bank toward the cost of the Transport Restructuring Project, and intends to apply part of the proceeds for consultant services for Business Processes Redesign. The services include three components: the first component concerns the establishment and management of Freight Customer Service Center, the second component is related to Train Operation Management Center and the third to Infrastructure Maintenance Management System. The envisaged implementation period is 29 Months and the brief description of project is given below.

 

The Romanian Railway developed sophisticated IT systems as part of the reforms the company has undertaken in the last decade, aiming to become more customer-oriented and competitive in the market place, by reducing its costs and continuing the change process on the same time. One of the key steps in this continuing transformation is to speed up the way the Railway manages Train Operations, the way it interfaces with its Freight Customers, and the way it manages Infrastructure Maintenance.

The Railway is therefore seeking the assistance of an experienced Consultancy who is familiar with the Railway industry, and who has had experience in implementing modern organizational structures and the appropriate procedures and systems that resulted in improved customer services and reduced costs. The business process modeling addresses the following components: Freight Customer Service Center (P1), Train Operations Management Center (P2), and Infrastructure Maintenance Management Center (P3).

These three components relate to the already existing Integrated Railway Information System (IRIS) sub-systems of the same name. These can be referred to as sub-projects, each one dealing with a discrete portion of the Railway activities being managed by a specific organizational structure. The process redesign must recognize this uniqueness; while at the same time it recognizes and addresses to the broad interdependence of each of the sub-projects.

The present consultancy consists of four phases:

1)      -           review and recommendations for changes of existing business processes,

-                      preparation of Terms of Reference for IT related consultancies for implementing the agreed processes solutions. The implementation will be carried out by different consultants, but under present consultant coordination.

-                      assistance in procurement of the related necessary software and hardware. The procurement method of both the consultancies and the goods will be discussed and agreed with the financing institution

2)              supervises and coordinates consultants and suppliers based on:

-           the process agreed redesign,

-                     Terms of Reference for consultant services for system redesign,

-                     procurement of general-purpose hardware and software for IRIS subsystems extension and procurement of proprietary application software and based on incidental services. Both, the consultant services and the goods must be compatible with the IRIS system.

3)              supervises and coordinates the implementation of the systems. This oversight should secure that the consultant services and the goods are in compliance with the extended functionality of the related IRIS sub-systems and with the approved business model. The physical implementation of the system should use proprietary and general-purpose software and hardware as appropriate.

4)              the validation of each new business process system.

 

Training of the beneficiary staff and management should be a part of the consultancy and conducted in parallel with it.

 

The National Railway Company of Romania now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. In this respect, we draw the attention on the following clause of the IBRD standard Request for Proposal (RFP), which will be issued to the shortlisted Consultants:

 

Clause 1.11 of RFP – Instructions to Consultants: Shortlisted Consultants may only submit one proposal. If a Consultant submits or participates in more than one proposal, such proposals shall be disqualified. However, this does not limit the participation of the same Sub-Consultant, including individual experts, to more than one proposal.”

 

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
