Permanent objective for RGSCC

The General Traffic Safety and Controlling Supervising Department (RGSCC) has an important role in the creation of the rules regarding traffic safety and a good railway activity.
We have been working for some time to a project for implementing a new attitude within such an activity sector: the control quality. This concept presupposes a mixture of several factors. During a first phase of the process the objective is that of improving the railway activity parameters, enabling an increase in traffic safety as well as in the railway transportation comfort.
In order to delimit as exactly as possible the concept of quality control, we need to modernize also the whole controlling equipment and to also change the obsolete attitude of approaching such a subject and to adopt new and more efficient methods.
A first advantage of the application of such new provisions has been the reducing at half of the number of railway events registered in 2000, as compared to 1999, result that reflects also in the restructuring process of the General Supervision Department.
A very important role in the regulation of the operational activity in the railway system is represented by No. 632 Instruction, applicable also within the CFR - SA as well as within the other public and freight transportation companies and for all the operators licensed for operating the railway infrastructure.
This No. 632 Instruction regulates the exploitation modality for all the intervention devices used for disposing of the results of railway accidents as well as for rehabilitating the traffic of trains. For this reason, there have been established several adequate intervention modalities, the specialized working teams, and in the same time, in addition to the old rules, the Instruction also stipulates in detail, the working methods during such intervention, the executing modality for intervention devices and the instructing of the specialized personnel.
At the moment, we have in each department, an evidence of the intervention devices and of the personnel training periods, personnel that is specialized in the remedy activity for the effects resulted from the railway accidents and the re-establishment of traffic, as well as in maintaining such devices.

The General Traffic Safety and Controlling Supervising Department has also elaborated certain projects related to the activity of reducing the number of thefts on the railway.
Such projects have been materialized also in certain special regulations, issued by the Ministry of Transportation, which are the platform for the planning established by the National Railway Company CFR - SA, by means of which the operating personnel is to be in charge with specific attributions. In order to prevent malevolent attitudes of the outlaws, further measures have been established in collaboration with the Ministry of Finances and with the Internal House, so that to adjust the modality of collecting the ferrous and non-ferrous materials. An Governmental Ordinance stipulates in this sense, that any moral or legal entity must present to the employees of the collecting centers the identity card and a provenience certificate with respect to the recovering materials. Also, due to the latest modification of the Criminal Code, the punishments for thefts from the railway patrimony are increased from four to eighteen years.
In order to better inform the traveling public, such legal provisions have been displayed especially in the railway stations, so that, those who would possibly have such un-Orthodox thoughts, should know what to expect.
In the same time, the citizens must be aware of the fact that their foolish acts could jeopardize the traffic safety and regularity of trains.
Let’s hope that following the enforceability of these new regulations, and of the additional measures taken with respect to the storage of railway materials and equipment in better arranged and protected places the number if crimes on the railway will obviously diminish.
