TF Police Fights with Delinquency

All the transport modes - railway, road, naval, air - are part of a strategic sector, of national interest, organized on the principles of the market economy, structured in budgetary units, extra-budgetary and autonomous company.

The Transports Police Department represents a special sector within IGP because includes each branch (economic, judicial etc.) from the transports. Up to an eventual reorganization, in the territory there are also operating the eight railway police inspectorates (for each rail region), which develop their activity in close collaboration with the above mentioned services, as well as with the penal, criminal and operative evidence investigation services.
As Mr. general Mircea Bot has underlined, the director of the Transport Police Department, yet since the last year, Transports Police centers mainly upon solving the economical and judicial delinquencies (stealing, robberies), representing 40% of the overall of the delinquencies recorded in the system.
On judicial line, there should be underlined the fact that the last year have been tracked down 276 penal pursued persons, 704 locally pursued and 832 traveling delinquents who have committed judicial delinquencies on the territory of the district police units. "We are talking about the violent delinquencies, quite frequent in the passengers trains and on the platforms of the railway stations. Since the last year there has left unsolved only one delinquency - of robbery, by putting to sleep - from the eight recorded. In order to come and help the passengers, we have intensified the patrolling in the areas where there were quite frequently noticed incidents. Another problem would be of judicial order have represented the stealing from the freight trains. There were endorsed the train sets transporting to the beneficiary the scarp iron and fuel from the refineries", Mr. general Bot has underlined.
The Rail Region Constanta is known as the most "demanded" area where the criminals operate. The common actions performed together with the personnel from CFR Marfa in the area of several rail regions had as result the reduction of the number of delinquencies, which put into danger the safety traffic. The railway devices produced of non-ferrous metal assembled along the track represent the biggest temptation for the criminals. The only solution for the reduction of the stealing which puts in danger the safety traffic have been supplemented the number of the patrolling teams, and the survey of the displacement graphs for the train sets. Unfortunately, there has been discovered the fact that quite many cases recorded at the Transports Police Department have been done with the complicity of the personnel employed at the railway companies. One eloquent example has been the case recorded in Cluj, where the chief of the railway station, helped by to pointsman, has stolen rails, which he probably sold it to the phantom scarp iron centers. This kind of business has been also tracked down at Timisoara and Craiova.
"It is quite good the fact that, pursuant to the controls which are performed more and more often in the railway stations and in the trains, the number of the delinquencies has visibly decreased", he has also added.
On economical line, the Transports Police has oriented to solving the cases where there were implied trading companies, state owned or private, who have concluded several contracts with the companies subordinated to MLPTL. The most laborious is the one of the former director of SAAF, Dinu Mircea, which was assigned in the position of general administrator of the company Vagon Leasing. Through the agency of the two companies - SAAF and Vagon Leasing -, Dinu Mircea has concluded several exploitation contracts, wagons and locomotives renting or selling contracts, which have brought great prejudices to the Railways, as well as to MLPTL. Therefore, the Economical Department has disposed his penal investigation, in two cases of the former general director of SAAF. "We have centered upon big contracts, through which there have been recorded significant damages. Since the last year and up to the present time we have drawn up four files for "the former management" of SAAF, Dinu Mircea being the one who has accused a very big prejudice - of a few billion ROL" - Mr. General Bot has specified.
"In the system the Transports Police we have complex causes, around 40 files, at the railways, as well as in the air and naval transports. In order to solve all these we have required the results of several controls, at the Finance department, as well as in the transports. By complex causes should be understood the delinquencies which have generated a prejudice of over 2 billion ROL. The collaboration between the Transports Police and MLPTL has been benefic and we are glad that the majority of directors of the companies have been more receptive, fact that has enhanced solving a few fraud files. We have tried to clean up in the evidences. I hope now, that after entering in force of the new organization chart, we will approach better coordinates. We mostly center upon the causes of committing frauds. When we notice that a certain category of indigence, of measures in the red in the system, we inform the management of the ministry, the one of the companies, and then we take measures for solving the frauds. In certain cases there have been sufficient only the measures taken by the management of the respective company or of the ministry", Mr. General Bot has also declared.
Still within the economic unit are included other cases, as the manufacturing and the import of the alcohol, the falsification of the transport authorizations, the illegal introduction and taking out of many kinds of goods and persons. The most eloquent example would be the one frequently encountered on Chisinau - Bucharest, Moldova being the "station" where there are illegally loaded many kinds of goods. Some of them have as destination the Romanian land, other directly to…Austria, for example. Through a protocol concluded with the General Inspectorate of Border Police, Transports Police has succeeded to track down many gangs, which were loading goods of contraband in the international Romanian trains.
With respect to the Public Order Unit, the teams of TF Police, in close collaboration with the railway personnel, perform common actions of control in order to fight against the fraudulent traveling and the elimination of the delinquencies on the passengers, on various relations, among which we can mention: Brasov - Zarnesti, Bucharest - Oltenita, Bucharest - Urziceni, Bucharest - Pietrosita, Cluj - Oradea etc., actions having a single goal - the provision of a quite travel on the railways.
In the end, we should also mention the fact that through the program Home Again, which Transports Police develops at national level, has been decreased the number of fugitives from the orphanage or children's homes: the last year there has been succeeded the catch of almost 15,000 minors, among which 6,900 have been accompanied up to their residence town of the district they were coming from.
As there was expected, for the current year Transport Police has drawn up a more complex plan of actions aiming at firmly fighting against any type of delinquency at the railways. Fact that, of course, will provide additional promptness and efficiency to their activity.

Criminals and Crimes

Five tons…in less than a month

A few gypsies from Racos commune have stolen, in less than a month, five tons of rail. After being caught, they have sustained that…they did not know they area committing something illegal.
One of them, Daniel Ganga, has declared that he left searching for scarp iron because he had nothing to feed his children. "I did not think it is dangerous. If I made a mistake, I am sorry. I thought they are no longer used. I did not even cash the money yet, and the police has caught me", the criminal has declared. Mihai Demeter, the partner of Ganga, says that… he ran into the rails and he transported them to the courtyard. "Then I wanted to bring a truck, but we have been caught. I think we have taken around two tons, Demeter is telling, in order "to gain some money" for paying his debts.
Daniel Ganga and Mihai Demeter will be filed penal actions for stealing and destruction.
TF policemen believe that it was impossible that the respective persons lifted and loaded by themselves all the iron. During the reconstitution from Racos, the policemen have found out about another stealing, which has taken place on the railway station area of Cata commune. it is about the disappearance of several pig iron covesr which were covering the channels of the telecommunication network through fiber optics of CFR.
The officials have found the cover at Remat subsidiary from Rupea. They have also discovered here the rest of the stolen rail from Racos station. The metal has been recovered, but the rail can no longer be operated, because they have been cut in pieces.
