CAPITAL REPAIRS FOR RAILWAY LINES IN 1999
Starting with October 1, 1998, the reorganization of the SNCFR resulted in the National Railways Company - CFR - SA, which manages the public and private railway infrastructure of the Romanian railways.- current lines between stations and afferent land;
- loading and offloading lines in stations and the afferent land;
- avoidance lines and the afferent land.
The Government Decision also stipulates that CFR - SA manages
private railway lines - lines in stations, depots, wagon maintenance and repair stations,
wagon revision stations, lines service Defense Ministry units, and other stations along
the network.
The analysis of public and private railway lines which are up for capital repair this
year, the verification of their actual technical state and speed and weight restrictions
caused by the condition of the railroad, have led to the conclusion that capital repairs
of railway lines in 1999 would cost 1,210 billion lei, enough to ensure capital repairs
for 700 km of railroad.
The revenues and expenses budget of the National Railways Company CFR-SA for 1999,
approved by G.D. 303 of April 15, 1999, stipulates only 197 billion lei for capital
repairs of public railway infrastructure.
In this situation, considering the obligation CFR-SA has to ensure the operation of public
railway infrastructure in order to accomplish public railway transportation and meet
country defense needs, an analysis has scrutinized both the priority works that are
required for train circulation safety, and the financial possibilities of CFR to support
some of the capital repair funds from its own revenues this year. As a result, the Board
of Administration and the General Meeting of Shareholders at CFR-SA agreed for 1999 to
carry out capital repair works on railway lines within a limit of 403 billion lei, which
is enough to repair 228 kilometers of track.
Aside from these 228 km, there are plans to use operating funds to consolidate lines in
stations along 72 km of track, so that in 1999, the total length of track restoration will
be 300 km.
The capital repair (restoration) of railway track is effected with new materials on 149 km
of backbone and principal lines on the CFR network, and with recovered or reconditioned
materials on 79 km of secondary or station track (the latter option is aimed at cutting
execution costs and efficiently using recovered track materials).
The capital repair of railway lines - a complex endeavor that requires specific technology
and equipment, as well as specialized and authorized personnel - is only carried out by
railway construction companies certified by the Romanian Railway Authority (AFER), which
awards contracts through tenders and bid selections organized by CFR-SA and SMF-SA,
according to current legislation.
Capital repairs include track and sleeper replacement, track fastening to existing
sleepers, their replacement with new track, sleepers and fasteners, recovered or
reconditioned (according to the importance and destination of the respective line). Other
operations include the mechanized drilling of the groundwork for the recovery of its water
absorbent properties and its completion with fresh grit-stone, cleaning of the water
drains, removal of waste resulted from previous capital repairs, recovery of level
passages; repainting and completion of railroad indicators, and profiling the groundwork
cross section.
These works are carried out using track materials supplied to the contractors by CFR-SA.
The company also supplies the construction firms with drilling, boring and profiling
machines, specialized self-offloading wagons for grit-stone, and locomotives for working
trains, needed for these works.
For this purpose, CFR-SA has organized and run the international tender PHARE
RO-9604-01-01 on June 24, 1998 for the acquisition, using non-refundable PHARE funding, of
40,200 tons of UIC60 and S49-type track. The tender was finalized in January 1999, with
the contract awarded to BRITISH STEEL. So far, 33,856 tons of track have been delivered
under the contract.
BRITISH STEEL ships its track from the Great Britain by sea, to the Constanta Port, where
it is loaded into Romanian wagons and delivered to CFR-SA sub-units, which uses them to
repair tracks.
Capital repair works are being monitored by workyard managers authorized by the Ministry
of Labor and Social Protection and delegated by the CFR-SA. These managers oversee the
various stages of work, announce the construction workers on the possible discrepancies or
deviations from consultants' solutions (specialized designers that have worked out the
task books and technical projects) and participate in intermediate reception and the final
reception for each line subjected to capital repairs.
The quality of works is periodically controlled by specialized bodies in the Lines and
technical Department of CFR regional companies 1-8 and, by poll, by all specialists in the
central CFR-SA apparatus (in the Technical Department and Operating Department).
To ensure that works are carried out in good order, this year the CFR-SA organized on
February 10 a working meeting between CFR, repair companies and suppliers, and on May 8
analyzed the capital repairs progress with managers of CFR regional companies 1 through 8.
These meetings resulted in useful conclusions concerning: the progress of documentation
drafting, authorization and approval, and the progress of contracting and raw material
supplies. Operative measures were ruled in order to speed up and organize such works,
which are of vital importance for the safety and regularity of railway transportation and
the comfort of passenger trains on the CFR network.
The capital repair effort has been on the agenda of monthly CFR - SA activity analyses,
held on June 16 at the Timisoara regional company, and on August 18 at the Galati regional
company.
In the first eight months of the year, capital repair funds were used to repair 78.4 km of
track, which cost 103,433 million lei, and operating funds ere used to repair 18.6 km of
track, worth 5,351 million lei. Overall, 97 km of track were repaired, for a total cost of
108,784 million lei.
Some of the works have been finalized:
- regular lines: Sibiu - Vintu de Jos, Bucharest Obor - Bucharest
Baneasa, Bucharest Grivita - Bucharest Baneasa, Comanesti - Moinesti and Zalau - Jibou;
- station lines: Ilia, Bucharest Basarab, Topolovat, Mera, Stei, Tunel, Satu Mare, Baia
Mare, Tileagd, Dej, Predeal, Vama, Campulung Est, Balteni, Botosani, Mangalia, Galati,
Tulcea, Baraganu, Slobozia Veche and Constanta Port.
Among the ongoing works, there are the regular lines: Bucharest Progresu - Giurgiu, 16 Februarie - Pajura, Filiasi - Targu Jiu - Livezeni, Craiova - Calafat, Orsova - Caransebes, Caransebes - Lugoj, Bircea Mica - Hunedoara, Predeal - Brasov, Ciceu - Deda, Ciceu - Ghimes, Roman - Suceava, Darmanesti - Dornisoara, Veresti - Botosani, Faurei - Tandarei, Marasesti - Panciu and Medgidia - Tulcea.
As a result of tenders organized by CFR-SA and SMF-SA, bid analyses and direct contracts awarded by CFR-SA, capital repair works will soon start on regular lines Giurgiu Sud - Giurgiu Port, Videle - Craiova, Ilia - Lugoj, Cinepisti - Cojocna, Razboieni - Calarasi Turda, Salva - Viseul de Jos, Harman - Intorsura Buzaului, Adjud - Ghimes, Barbosi - Malina, Barbosi Triaj - Barbosi Calatori and Cernavoda - Medgidia, in order to complete the railway capital repair program for this year, as planned by CFR - SA.
