RAIL FLAW ULTRASONIC DETECTING EQUIPMENT – RFD

Section I. Invitation for Bids

Loan No.: 20.777/6.11.2000

1.     The National Railways Company - CFR SA, named in Romanian - COMPANIA NATIONALA DE CAI FERATE CFR SA -  (hereinafter referred as CFR), has received a loan from the EUROPEAN INVESTMENT BANK - EIB (hereinafter referred to as “the   Bank”), toward the cost of Track Machines Procurement, and it intends to apply part of the proceeds of this loan to payments under the  contract for the procurement of: TEN (10) RAILFLAW ULTRASONIC DETECTING EQUIPMENT – RFD, and related ancillary services as operating special tools / devices / accessories, complete documentation, training & post guarantee local service, spare parts, etc.

2.   C F R now invites sealed bids from eligible bidders for the supply of TEN (10) RAIL FLAW ULTRASONIC DETECTING   EQUIPMENT, hereinafter referred as “The Rail flaw Detector, The Ultrasonic Detector, or just “RFD”.

2.1 RFD has to be able to move self-propelled on the railway track, being properly equipped in order to be able to perform the functions as   rails defects evidencing, detecting, processing, classifying, electronically recording and storing information related to the different types  of rails checked/run in real time.

2.2 It will be permitted also RFD equipment manually pushed on the track or so called ”WALK BEHIND” RFD, referred as WB-RFD,  while ultrasonically checking both track rails for defects revealing, will be also admitted. From the point of view related to rail defects   revealing/detecting, processing the defects information, classification of defects, their processing and electronically storing in real time   the  WB-RFD has to fulfill the very same functions as the self-propelled RFD.

3.   Bidding will be conducted through the international competitive bidding procedures specified in the Bank’s Guidelines (“Procurement   under EIB Loans”), and is open to all bidders.

4.   Interested bidders may obtain further information from, and inspect the bidding documents at CFR office, at the address given below   each workday, between 09:00 a.m. and 12:00 p.m. local time:

5.   A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the   address below and upon payment of a nonrefundable fee of EURO 100 or an equivalent amount in Lei (ROL) (at the exchange rate   quoted by the Romanian National Bank on the payment date).  The method of payment will be cash payment direct to the address   below or bank transfer to the following accounts:

Rem. 1: in case of payment by bank transfer, the document will be sent by courier. Beside the documents fee the transferred amount   has to include any related costs to the document shipment by courier or other arrangements, which are not on CFR responsibility.

6.   Bids must be submitted to the above office address on or before 10:00 h, a.m. local time on 18.07.2005, and must be accompanied by     a Bid Security deposit in amount of € 100,000 (EUROonehundredthousand).

7.   Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend at the above   address, at 12:00 h, p.m. local time, on 18.07.2005.
