1 April fool?!...

In the article the Increase of the fares on …1 April fool, in the previous issue of the Railway Journal magazine, we were writing about the second announced raise (with 38%) of the fares for the traveling tickets on the railway. Then, it was supposed to be enforced starting with April 1, the current year. Yet, you see, according to a statement issued at the end of March by the National Company for Railway Passengers Transport "CFR Calatori" SA, the raise stipulated for April will not be enforced anymore.
Many of us will wonder which was the reason for this (naturally, temporary) respite. The answer is as simple as that: after the first stage of fare raises there has been registered a decrease in the volume of the passengers traffic (with almost 25%) in comparison with the one registered in the same period of the last year. This situation has led to the conclusion that after the enforcement of the second portion of raises it will be registered a more considerable decrease of the demands in the passengers' traffic. The reorganization - even if temporary in point of the raise stipulated for the fare was only a required measure. Thus, they tried to not "alienate" more the passengers on the railway, as well as to offer to the conveyor an additional respite in order to find other solutions than the increase of the cost of the tickets.
Thus, such solution was outlined. As it is mentioned in the above-mentioned statement, SNTFC "CFR Calatori" SA "continues the efforts to improve train traveling conditions, starting with the implementation of modernized coaches in point of all express trains. Consequently, there is no need to consider these express trains as fast trains, when it comes about the fare".
Due to the problems that the Railways are facing presently, a future raise of the tariffs cannot be avoided yet. "There was proposed the procrastinating of the second stage of fare raise, taking into consideration the evolution of the traffic. There are also considered the influence of the increase of the fare, the fact that the railway companies per assembly are in full reorganization process and the identification of the solutions of expanses is diminishing. In this respect, the Government of Romania is going to establish by issuing a GD (government decision) the percentage of the fare raise in the passengers public transport on the railways", it is mentioned in the statement.

The Unemployment, an Everyday Problem!

A few years ago, the publishing house Publiferom has started the drawing up of a series of economical works. The most recent work offered to the public is "The problems of the unemployment in the transition of the market economy in Romania", written by Dr. Baluta Aurelian-Virgil, lector within "Spiru Haret" University in Bucharest. The author admits the major contribution of the lamented academician doctor Nicolae N. Constantinescu in his formation as economist and he declares himself, since the beginning, as his disciple. Professor doctor Coralia Angelescu, the chief of the Political Economy and Economical Policies Department within the respective university, signed the preface.
An interesting work, approaching an everyday problem of the Romanian reality - the unemployment - and where we find a few conclusions that we believe that deserve to be kept in our minds:
o Technical progress is not causing the unemployment. Its opponent, the technical regress (eventually, the stagnation), can be considered a cause of the unemployment on short term, as well as on medium and long term.
o Neither the ecological process is causing the unemployment: on the contrary, it can be a source of its reduction.
o The real dimension of the unemployment conflicts with the official one. Thus, the persons who produce on stock or losing should be also included in the category of unemployed persons
o The labor market has its own contribution in the unemployment, also being estimated in figures.
o Cyclic processes determined the unemployment in Romania in the 10th decade of the recently concluded century, but also the factors with exceptional feature (embargoes imposed by ONU, the disassembling of CAER, etc.)
o Fiscal, financial and commercial policies have been important causes of the unemployment in our country.
o The inflation is also a cause for the unemployment, not a remedy.
o The optimization according to the main economical criteria leads to a high level of occupation. The high level of unemployment cannot be a parameter in an economy that works on rationality principles.
o Non-performant credits - as well as any type of waste - do not represent a solution to the problems of the unemployment.
o The facilities obtained from the credit can turn into good use the economical agents (especially the small and medium ones) and can also be converted in places of work only in a favorable professional climate, based on an appropriate and stable fiscal and commercial legislation.
o From the budget allocated for the unemployment fund there are certain expenses, which are normally non-chargeable or at least it is not the only to be charged from. Their transfer to the components of the public budget would allow the increase of the funds available for the active measures in order to fight against de unemployment.
o We have to know the break-even point, at least for the representative activities of the economy, in order to ground the optimal rate of the fiscal tax. From a certain level, there is taking place the transfer of several losing firms, being followed by the massive firings. The public budget looses only because it gets only part of the positive effects of the earning power, but it supports integrally the additional expenses from the unemployment fund.
We have to mention, finally, that the publishing house, as well as the author remain obliged to all those that will make remarks with regard to the current work and even to the entire series of works proposed…
